Alternative PGS (.SUP) Editors

What are some tools other than SubtitleEdit that can edit pgs (sup) subtitles and do tasks like add and remove lines and change start and end times of those subtitles?

Because I can't move frame-by-frame when editing PGS subtitles.

So I could properly edit the start and end times of some lines in my PGS subtitles.

If it's a plain pgs sup file you'll have to convert frame numbers to times and enter manually. If it has an associated video:

Launch Subtitle Edit
File → Open video file
File → Open subtitle → Blu-ray (.sup)

Enable:
Video → Show frame number

Verify:
Frame counter increments when stepping frames
Subtitle appears/disappears exactly on frame boundaries
