This is the twenty-third release of VLC 3.0 branch, named "Vetinari",
in reference to the Lord Patrician from Discworld.

This update contains a few improvements and some fixes:

They broke Windows 7 Hardware acceleration
Automatic displays now a black window

Direct3D9 Manual = Black
Direct3d 11 = Works no Hardware acceleration

congratulations finally you did it

you have to set it manually now

both on Automatic will fail = Black Window

Hardware Decoding works again

But not entirely correct for everything it seems to fall back sometimes

looks like stream specific fallbacks maybe for no real reason

what are you doing you like barbecues ?

same stream FPS difference

ahhhaaa the 60 FPS int streams fallback to noscale the 59.940 work with direct3d11_filters
