If DGIndex reports my VOB as 100.00% video, does it need to be IVTC'd still?
There's no pulldown flags, but it's an interlaced video:
Code:
Width : 720 pixels Height : 480 pixels Display aspect ratio : 4:3 Frame rate : 29.970 (30000/1001) FPS Standard : NTSC Color space : YUV Chroma subsampling : 4:2:0 Bit depth : 8 bits Scan type : Interlaced Scan order : Top Field First |

DGIndex does not report video % per se; it reports film %, which really just means how much percentage of the stream has soft 3:2 pulldown. And scan type Interlaced does not necessarily mean the content is interlaced.
The only way to be sure is to step through the fields: http://rationalqm.us/faq.html#analysis |

Yep well stream content flags/info aint always gospel truth nor even present, sometimes best guess is all that one can do.

It could be film with hard pulldown, or it could be pure 60 distinguishable images per second, or it could be a mixed-framerate edited-on-tape freakshow, or it could be a Lovecraftian eldritch abomination like the early seasons of South Park. The only way to find out is to bob it.
