How do I change the text or the text font of PGS subtitles without needing to convert to .srt or .ass first?

I think that PGS files are actually image files, so you DO need to use some kind of OCR to extract text,
before any change to the text or font.

Yes, PGS subtitles are entirely bitmap-based.
