High quality downsampling 96kHz to 48kHz

I have this strange anime BD whose jpn audio is 96kHz 24bit 7.1 THD.

What is the best way to dither it down to 48kHz wav?

I have googled a lot and I became even more confused.

Dithering or not? What kind of dithering?

ffmpeg native? sox?

Help.
