Edge Artifacts (Called Halo?)

Here's 2 pictures


there're obviously some artifacts on the edge,and I don't know how to decribe that
is this called "halo"? or something?
How was this produced?
and how to fix this?

I've uploaded a sample,and here's one thing interesting,the clip is originally sd (upscaled,not by me),but looks like hd because of this artifacts, I don't know why

ringing <> halos are normally a sign of over-sharpening,... see: https://en.wikipedia.org/wiki/Ringing_artifacts
