Kvazaar HEVC encoder v2.3.2 release

I'm happy to announce that after more than a year since the last release, we have enough improvements to make the next one!

So yes, we are still developing Kvazaar

No major new features in this release, but several fixes to 10 bit encoding, SMP, and AMP calculations.
Our veryslow preset (in 8 bit coding) is -2.7% BD-BR (PSNR) compared with previous release.

We are still working on some Kvazaar improvements while we try to make uvg266 better.
