Lossless Cropping of H.264/H.265

Hello everybody,

First of all - If I'm in the wrong sub, please redirect me to the correct one. Thank you.

My friend gave me two video files - one in 1920x1080p and one with 1920x804p. The 804p video basically only misses the black bars which are typical for 1080p files. Also both have the same Bitrate according to Mediainfo.

That brings me to my question - is it possible to losslessly crop a video (remove the black bars) to a get a video with lower res/height and/or expand a video (adding black bars) to get a „higher“ picture? I‘m talking about both h.264 and h.265

But you can crop with display metadata (some players might no display properly)

eg.
