What kind of dehaloing filter would be effective for this?

I'm trying to remove haloing from a recording from my analog tv tuner. I've tried messing around with Dehalo Alpha without much success. Here is a sample.

that clip has the the following filters applied to it.

Code:
TDeint(order=1)
crop( 10, 0, -8, -4)
LanczosResize(640,480) # Lanczos (Sharp)
FluxSmoothST(7,7)
GradFun3()
FixChromaBleeding()
I can also provide a clip form the unprocessed mpeg-2 if it makes a difference.
