framerate conversion on analogue output

I'm in the market for a hardware player (replacing my aging HTPC), and am looking into both Netgear EVA8000, EVA9150 and Realtek-based solutions.

I'll be using SCART-RGB to drive a PAL SDTV, and was wondering about those instances where I use ReClock currently: when playing back film based content (24fps) to PAL. Do any of the hardware players speed up the content to 25fps, like ReClock does?
