CVS vs GOP

What is the difference in terminologies Coded Video Sequence (CVS) vs GOP?
each CVS can be independently decoded from another CVS. And the same statement is also true for Closed-GOP.
So, can we say that CVS is the same thing as Closed-GOP?
Because they are both a set of pictures (starting with a key frame), and they both have a sequence of pictures.
But why do we have two terminology serving the same purpose? I am sure there has to be some differences!
Are there any differences in respect to their non-VLC NAL units (PPS/SPS/VPS), or some other terms?

No. A coded video sequence is a sequence of video for which a single set of PPS/SPS/VPS applies, that's all; a CVS can be a single GOP or a thousand GOPs, as long as all have the same parameters. Coded video sequence typically rolls over when video is spliced.
