That's typical industry standard behavior for premium content due to the insecurity of software DRM

Right I know NFLX does, as do many others including our respective companies

However, I don't _think_ Google does any HEVC encoding for YouTube.

AFAIK they do actually do HEVC encoding for UHD HDR content on Google Play but that's old info.

AFAIK, the Play Movies is an entirely different encoding stack than for YouTube. YouTube is all about fast turn around for minimal encoding cost, as appropriate for user generated content. It's not suited to premium content at all.
