Debanding method (Vapoursynth to avisynth)

my friends a huge favor this feature only applies banding to black areas would be possible to migrate the script to avisynth please

that .py is simple so anyone that use both avs and vs should do it

anyway I think there are already something slimier http://avisynth.nl/index.php/External_filters#Debanding
