Latest versions of the software?

I got a hint from someone else to use the latest version of, in my case, ProjectX. The home page of project-x has unfortunatelly for me this last version only as CVS. So I went straight to http://www.doom9.org at software page. The latest version of project-x was more than 3 years old.
However, a simple google search showed some hundreds of possible downloading sources (yes, I mean beta32, not general info which are probably in the million range). Found the software and downloaded it.

So the question was:
- is it a doom9 specification (like eg we offer only the "fixed" versions and not the unstable/beta ones)?
- is it a lack of resources (people, time, space)?
or
- is it not a priority anymore?
