It looks like a sharpening filter was applied. Some people might like it, some will hate it. It tends to make faces look unnatural. Better suitable for cartoons/anime/games.

Yes it works.
You have a 4k display, so you should be able to see the effect on 720p video.

It looks like you are not working with the original text file. Your files are missing a BOM marker and a newline at the end of the file.

You can open the link to mplayerc.hu.rc.txt in a browser and save it to a file (File > Save as...). This will give you the original file.
You can also open the mplayerc.hu.rc.txt page, hover over the "Raw" link, right-click and "Save target as...".

Changes:
Added "Request Super Resolution" option for Nvidia and Intel graphics adapters. Hardware and driver support required. The display of "SuperResolution*" in the statistics only means that the request was sent successfully.
Recommended version of MPC-BE 1.6.6 or later.
