I use BD Rebuilder's "Quick-Play" feature for this all the time. I update my "BDREBUILDER.INI" file so that it points (MENU_BACKGROUND=C:\...\menu_background.png) to the image I'd like to use for my menu background. I then use my test folder found here to quickly import a couple fake Blu-ray's to BD Rebuilder. On import BD Rebuilder creates the Blu-ray menu using my image as the menu background. I then take the resulting files for the menu background (M2TS/CPLI/MPLS) incorporating them into my target Blu-ray mirroring the numbering used by the target Blu-ray for each. Lastly, I update the M2TS reference within the playlist (MPLS) for the menu. The process takes just a couple minutes.
