Help for Deblending this video

I got this video which contain blending, i'm not expert but it seems the pattern is 2 interlaced frames out of 5

Is this the earliest generation you have of the video? Unfortunately it's been resized after telecine so the interlacing is ruined, and while you can do some averaging and subtracting and get a fairly good restoration of the "missing" frames, the pattern changes at every scene change.
