How are Motion vectors embedded to the bitstream

Hi everyone,
A quick question please!
How are Motion Vectors embedded into the bitstream so that they can be used by the decoder for reconstruction.

Section 8.5 of the spec discusses this, mostly 8.5.3 (a very long section). But the actual bytes are stored immediately before any residual of the block.
