[Colsed Captioning] What is this??

the first time I had ever heard about is when I run movie Care bear
there's no subtitle at all just Closed caption so what is this??
is there any way to rip it or edit it or any tool to deal with?
and why I can't add subtitle to movie ...I mean when I compiled the new movie after adding subtitle it can't be activated though all the programms show that there are subtitle (even Power DVD) but it's deactivated and I can't activated

It's also known as "Captioning for the Hearing Impaired". It differs from typical "standard" subtitles in that it usually includes identification of which character is speaking, background noises, music playing, etc - and, if I remember correctly, does not use the typical DVD subtitle "settings"...
