How can I build mpv using MSYS2?

I want to test a pull request and know the related git commands.
Problem is building mpv. A dev in the mpv issue tracker recently wrote:

On Windows I would recommend using MSYS2 environment (there is a guide for it too), you don't have to build anything except mpv and maybe libplacebo now, because we just broke compatibility with provided package.
How do I build libplacebo?

I know bash basics, but absolutely nothing about building C software, my terminal output:

Guide I used:

https://github.com/mpv-player/mpv/bl...ion-with-msys2

Can I request MSYS2 support because of the libplacebo update, if so, where exactly do I ask?
