Clipping and merging videos from DVDs?

I want to extract sections from several DVDs then merge them together to form new videos. (The new videos I'd then process for viewing separately as DVDs and as video files on a computer.)

I've tried looking for software to use in this project, but many of my searches turn up discussions from a number of years ago. Perhaps software has improved in the interim?

What software options are currently recommended?

My main priority is preserving the quality of the original images -- storage space is much less of a concern.

tmpgenc can do it
but one on the tight budget can also use dvdshrink (then a bit of manual work in pgcedit to polish the result).
Remember however the restrictions of the DVD format
