VC-2 from BBC

The successor of Dirac is called VC-2 and has been standardized...

A reference encoder/decoder is available through github : https://github.com/bbc/vc2-reference

Yeah, this is only standardizing the RTP syntax. I guess someone is actually using it. It's worth noting that the VC-2 standard was updated in 2012 with a few more capabilities (like alpha channel) and much higher bitrate profile for lossless and near-lossless archiving, I should update wiki on that.
