I have tearing with EVR on XP too, but not under Vista with latest nVidia driver.
Mariner when you say "Tearing is not much of an issue once wait_for_vsync is enabled" do you mean you activated "Lock back buffer" option? If so you should uncheck it, because this option generate dropped frames.

I have freezing problem when closing video sometimes (don't know why yet).
