No, I don't have the VC++ run-times installed.
And I did uncheck '[_] Visual Studio 2019 Runtime' as an experiment. It changed nothing -- VC++ run-time was still required and failed the installer.
That command line is very, very strange.

IS NOT created by 'VapourSynth64-R47.2.exe'. It doesn't exist, either during the (failed) installation or after.
Why do you need VC++?
