The conversion process is
not part of the encoder. The range flag indeed does not affect the encoding process, but it does affect the conversion process if your input needs to be converted first by swscale.
Also, I kind of
wrote the code. If the documentation says otherwise, the documentation is probably wrong. That particular line dates to around half a decade before x264cli even had the ability to perform colorspace conversion.
