I suppose that "re-encode" in this context means simply de-compressing flac to wav in which case quality will remain the same. I never used dbPoweramp but I guess it's a safe assumption.

To each his own. If it works for you, use it. I personally use batch files with the command line flac encoder to compress/de-compress. There are also countless other "GUIs" that will perform the same task. I highly recommend foobar2000.

It's normal since standard wav bitrate is the product of bit depth, sample rate and number of channels.
