There is an underlying rate control algorithm you can tweak. It sticks more quality in better places, to put it simply, sacrificing some from highly complex scenes and sticking it in low-motion/complexity scenes in the attempt to deceive the eye into thinking the overall quality is the same high level. ...Well that's one funky way of putting it
