That panasonic code sure looks terrible. I don't recall, but some are quite a bit better. That one looks like it just dulicates pixels. You did a hell of a lot better than it.
Of course if you do it yourself, you get to do what you want. You sound quite capable of writing an avisynth filter. They are not too bad. I wrote one and I hardly know squat. There is a sticky post at the top of the avisynth development forum with a sample. No special tools beyond a c++ compiler required.
