if i remeber well, a MPEG2Dec will blur chroma a lot during YV12->YUY2 conversion. try to blur chroma in YV12, should do it.

it's a faster than PointResize in YV12 or SimpleResize in YUY2

the deblock/dering stuff can be use separately.
it's not as good as in-decoder post-processing, but still very efficient against blocs
