i'm using v1.00 rc5.1 and cce 2.70 if it helps.
1. does using avisynth filtering make the quality alot better? if yes is there a guide that shows how to use it?
2. what should my VBR Bias and Quality Prec #'s be?
3. do i need to choose multipass vbr or 1st pass of vbr and choose my bitrate in cce or will choosing vbr passes 2 in rebuilder get me 3 passes (vaf and 2 pass vbr) and take care of the bitrate?

Have you tried the Help file that comes with the installer? It answers all these questions.

i've looked it over and it doesn't answer my first 3 questions. for the last question it doesn't say specifically where to put the line.

AVISynth 'can' make the quality better, but as it involves using filters that alter the video it can also make the quality worse. AVISynth is very powerful as the plugins that can be used with it do some amazing things to the final video, but this takes time, and depending on how complex the script is or even what filters you use, this can take literally days for a single movie
Some people using AVISynth are happy with 1FPS (frame per second) if the final output cures their problems, al lot of people use it with very poor anime sources and their is entire sections on how to get the best out of poor quality anime with fantastic results, but this takes time and lots of it
Have a look in the AVISynth forums also run via Doom9, there is plenty of help and some good advice on there, but as there are that many filters there is plenty of opinion. One filter may be perfect for one source, but terrible for another
There is no simple quickfix guide to get the best out of AVISynth as the filters can be tweaked and scripts played with all day. The main point is what settings work on one source, may not be the best for another source
VBRBias and Quality is a user things, some say VBRBias is ok left at the default others say try changing it to 20 or 15. I think this alters how much 'swing' there is in the bitrate calculations, the more freedom CCE has to decide what to do, but again, can also make the final output worse
The default 2-pass encoding seems to be fine for most people, but for very long or very high action movies, some set this to 4 or even 6 passes. This just means CCE keeps going over the bitrates tweaking and getting the best it possibly can, but each pass again adds more time
The first pass is used to set the bitrates, the 2nd pass uses this information to work out what needs more or less bitrates depending on the complexity of the scene. More passes means it adjusts this bitrate with finer control
Unless you are trying to squeeze a 3 hour movie onto a singel DVD or something with very high action, like LOTR or Star Wars, the defaults should be fine
Also, going onto using matrixes, there are quite a few that say using the correct matrix for the correct bitrate can make a big difference to the final quality, just to add to your confusion
The help manual included with DVD-RB Pro is one of the best I've seen, its very helpful and included plenty of tips about why things are done a certain way and suggestions as to what might happen if you change certain things

where should i insert TargetSectors=2264000?
Right where the help file tells you to.
"All optional settings MUST be placed in the '[Options]' section of the .ini file, otherwise they will be ignored. Any settings changed here will not be activated until the next time you run DVD-RB".
So, you want to make sure you put that line anywhere in the "Options" section below.

Just remember -- you are raising the default output size (with TargetSectors) to a dangerous level at your own risk. If you insert that line and get an oversized output that won't fit on a DVD-5 -- please don't start putting up "oversize" posts (as has happened about a too many times). My recommendation to everyone is to leave that value at its default.

Hmmm.... it doesn't get easier by making it hard. Just accept the defaults and push the button. Going to all this trouble to try and save 50MB (that will only add about 55Kbs to your video stream) is a little extreme.

Compressed domain apps like shrink can predict size almost perfectly because its all math and the resize results are predictable. RB uses encoders for highest quality but encoders (like cce quenc) are unpredictable by nature.. they will be pretty close to a target but not exact. so that 50mb margin may sometimes be needed. since dvdr allows very little overburn, its better to undersize than to risk going over.
