I have problem that i watch tv image will mess up (lines top->bottom will not update) sometimes for few minutes and up.
Windows XP
Newest drivers
ATI Radeon X800 XL VIVO
Composite IN + Audios to Line in (shouldnt matter anyways)

I've seen this sort of frame in captures, but only very rarely, and at the same time cable signal messed up.

Its not about cabel or singal... but rather drivers (or card)... (or i think so, not sure)
lines are even when i take cable out of card

Sorry... when I said cable signal, I meant cable carrying TV signal for TV tuner, cable decoder etc... and that the signal itself carried by that cable had been interrupted or damaged. A few times when it's happened to me I was watching a separate TV, recording with an ati card to PC -- at the times the picture screwed up on my TV, the recording looked something like the picture you posted.
If the drivers are installed correctly, I think it's either they work or not. I couldn't say on your video card, whether it's bad or not.

I have this same issue with ATI 9600 AIW
Source can be off internal TV tuner, S-vid or Composite (Playback or Capture) and the error happens.
I have beat my head senseless installing old drivers from up to a year back in time ( ATI uninstall tool and full driver reinstall including catalyst, wdm, and mmc , yes Ati drivers suck to install )
Ok now for the good news for a lousy workaround.
1.Disable Multimoniter/Extended Desktop when capturing (that lessened occurrences to very very seldom) - Viewing TV who cares
2. Capture at 640x480 , 720x480 Still occassionaly had errors.
Further history on this , My capture card worked flawlessly until I hooked up a new 2nd moniter (crt 1200x1600) I had a old 17" at 600x800 before. Primary has always been 1200x1600.
ps , yes I have failed to troubleshoot by reconnecting the 17" , but maybe now I will do it as I though I was alone on this one and it was my 1+ yr old XP install bOrking in some way.
If anyone finds the cause or fix for this I would be thrilled !!!!
pss , I have some captured file from vhs that has this error if someone wants to see it.
