You can use VideoInspector to analyse each frame's size

x264 can produce constant quality of course in 2pass, but also in 1pass, which you can set via the --bitrate option (additionally you should also set --ratetol inf if you dont care about the target bitrate to be hit accurately, but want to get a real constant quality encode)
