I tried to burn dvds at 2x instead of 4x due to skipping frame issues, but when I scroll down to choose the speed, 4x seems to be the slowest, is it my burner's problem? dvd media? or just nero setting?

That's odd...
The media is the problem...no doubt.
if not...try upgrading your recorder's firmware.

Some burners do have a miinimum writing speed ...

Most of the burners only allow 8X media to be burned 4x-6x-8x (and sometimes overclock to 12x).

my dvd burner is sony drx-720ul, nero version is about 3~4 months old, and i use 8x dvd discs... still can't find a way to burn at 2x

You should use an intermediate ISO image to minimize the risk of buffer underruns. Try burning with DVD Decrypter (and PgcEdit or ImgTools Classic to generate the ISO.)
Nero is really not the best solution to burn DVD-Videos.
