some files i get are encoded too quietly. i end up having to re-encode audio with volume increase with virtualdub. is there a player that'll do >100% volume increase so i can watch without having to re-encode?
500-600% would be ideal

I believe that the audio decoder of ffdshow can do that, so you are not tied to a specific player.

ac3filter can do one-pass normalization. Give it a try :)

But what about if your audio is not encoded as AC3? The AAC also has a very low starting point. I understand why, you need teh dynamic range but is there a filter that will do normalization during playback of something other than or including AC3?

As I wrote earlier, ffdshow is what you are looking for.
Look at the attached screenshot.
