Is there any plugins for VirtualDub dithering?
I want to fix 24Bit -> 16 Bit colors.

I might have completely missed the point, but AVISynth is proberly the highest quality free colourspace conversion utility we have.

If the dithering is in your source... I don't know of any good tools to remove that...
