i have a PAL video and i want to convert it to NTSC. i was wondering if i just encode it as 29.97 fps in TMPGEnc if it would be better that using DGpulldown to make it 25fps<29.97fps or if DGpulldown would be better. i am talking in terms of quality and dont care about time. thats for all your help. if there is a quality difference please tell me what kind there would be.

DGPulldown duplicates fields, so it can create a smoother playback. DGIndex needs only to set flags and the extra fields do not require any bit budget; therefore, it can give you better quality for any given bitrate. DGPulldown stores the original progressive PAL stream on the DVD; therefore, the original stream can be easily recovered if it is ever needed (by ignoring pulldown).

Problem: one needs to know the initial framerate!

Is there a tool, that recalculates the average framerate of the underlaid progressive video by averaging the pulldown flags?

Good point.

The tool you seek is called DGIndex.

You make two projects, one with Honor Pulldown Flags and one with Ignore Pulldown Flags. You serve those into VirtualDub and obtain the frame counts for both. Then by equating the ratio of the frame rates to the ratio of the frame counts, you can determine the unknown frame rate.
