Slowing PAL to NTSC playback 'on-the-fly'

In DiVXG400 there is an option to speedup NTSC DiVX/XViD playback to PAL 25FPS on 'on-the-fly'. What I am looking for is a filter/tool that can do the reverse slowing down PAL 25FPS to NTSC 24FPS/23.976FPS. If it can be done one way surely it can be done the other way too? I know WinDVD also has an option to speedup and slowdown DVD (although not AC3).

I would love such a filter/tool.

ReClock may be able to do it. i think it's got options for that sort of thing. it'll do the audio for you as well.
