Hi, my first post at Domm9, Thank to Doom9 !

My PC Info :

CPU : AMD Duron 1.2 Ghz
RAM : Apacer SDRAM (256MB + 128MB)
VGA Card : Elsa 64MB DDR Geforce 4 MX 440se
Harddisk : 40GB Seagate Baraccuda (7200rpm)
Compressor : Xvid / Divx (quality - default setting)
DVD Ripper : ImToo Dvd Ripper / Virtual Dub / DVDPro 2
Experimental File : 1 VOB file (15min playback)
Target Format : Xvid format or Mpeg4 format

Result >>>

Convertion : Success
Quality : Good (acceptable)
Time of Convertion : 40~45 minutes (for me is a problem, too long time taking) Is this Normal ?

If me upgrade CPU to => P4 2.8 TH or Athlon 64 2800+, Nvidia Geforce4 6600 (with Pure Video Technology), Increase Total of size SRAM, or optimize setting of Compressor (Xvid/ Divx). Can I get a shortern of TIME CONVERTION ?

Yes this is normal, it can be done quicker with only 1 pass (I'm assuming you're doing 2 pass) but I don't recommend using 1 pass as the quality on it is a LOT worse.

There are a few thing that can speed up your encode:

Faster processor/motherboard
More/faster RAM
Two hard drives, one for the source material, one for the end product (Not a huge increase, but it helps).
Smaller resolution of encode - what size had you specified?

Video card upgrade won't affect the encode speed.
