First possibility...unpacking manual and putting in the PgcEdit folder.
In PgcEdit under Help--> Documentation, open the chm.manual
Second possibility...manual put in the bin folder.
Help---> Documentation, select your browser and the manual is opened as PgcEdit_Manual.htm in your browser.

Ending PgcEdit and put the manual in the bin folder (the bin folder is in the PgcEdit folder)
Starting PgcEdit again, Help --> Documentation...select your browser for the PgcEdit First Time Setup and the *.htm is opened in your browser. I use Firefox 1.0.6 and I have no problems.

He's refering to the .chm manual instead of the .html help file. I had the same problem. RightClick on the .chm and go to properties and unlock it. Or download the zipped version rolz provided.
You can see rolz solution here (http://forum.doom9.org/showthread.php?p=683968#post683968) from when I had the problem.

The manual should be in a sub-folder called doc. You will then not need a cal to the net to access it.
It will be updated in the next month or so.
