Command line quant matrix dumper

manono and Rockas asked me to create this little utility. It's a command line tool to dump the quant matrices found in an elementary stream or program stream. It doesn't parse transport or PVA, however, so you'd need to demux them or use DGIndex's built-in quant matrix dumper. It parses the entire file, so be patient if it's a big file.
