mpeg2 artefacts?

I don't know what kind of artefact these patterns are.
Youcan see them around the actors face.
Are they a result of encoding?
PowerDVD tells that the bitrate in these scenes
is above 6000.

So, you might want to give a little more info. as to what programs you are using to create the mpeg2.
Also, what OS, burner, etc. etc. you are using.

It is from my Paycheck DVD, as I watched the extras I noticed these patterns.
I haven't seen that on a commercial DVD yet...
