I am quite suprised that a search has found nothing related to this topic!! I wonder what's your take on this?

I guess it's all down to personal taste but for me it has to be DIKO. Its a lot more easier to use and can output DVD compliant files as well as SVCD with subtitles.

However like I said its down to personal taste other may disagree with me, why don't you download Dvd2Svcd and the free version of DIKO and run some tests so that you can see for yourself.

here's my 1st test w/ diko using CCE v2.66:

movie size: 700M AVI 2H13min 25FPS 16:9 converting to => DVD NTSC. No DVD author need , will use DVDLab for this.

Para settings: Media Size: 2340M & 0M overhead. Quality 1Pass.

Time it takes = 1H41min.

To be honest I am not familiar with RoBa, all I know is Tylo created it.

DIKO does produce good quality Mpeg2 for both DVD & SVCD using the BVCD/BDVD matrix.

However Prodater64 made an excellent add-on tool that allowed DIKO to use other custom matrices.

The only problem I found with DIKO is the fact that it uses Mplex to multiplex SVCD and there is a problem with that, as I found out Mplex has a bug where it doesn't mux audio files with the .mp2 to the video correctly, you have to manually mux it with Mplex changing the .mp2 extension to .mpa and it works fine.

Roba is the main reason I use DVD2SVCD.
This is taken from the RoBa FAQ:

I should have stated clearer , Roba+DVD2SVCD vs DIKO.

One short fall for Roba+DVD2svcd is there is no direct way to convert PAL to NTSC. However, they seems to be faster than DIKO.

as for the debate, both programs work very similarly and it's a little silly to say one is faster or produces higher quality than the other since they practically use the same tools, or very similar ones, to do the job (AFAIK, i don't know DIKO that well). sound and video quality and speed will be practically identical when one uses the same frameserver and encoding tools with roughly the same settings. To me, RoBa makes the main difference here (and I for one basically encode only with roba) but DIKO also has some unique features. I think RoBa is the deciding factor here, maybe others will think otherwise. There is also the support of this forum, IMO the best in the business.
