Hi,
I used MPC (6.4.8.4) to watch my TV with (wich is 25 FPS of interlaced YUY2)
Whenever i try to use MPC's capture feature the end result is 29.970 FPS (NTSC)
Has anyone had experience with this?

My guess would be "File/Open Device...".

Man, that's weired! I use that program for years, like it very much and have "promoted" it in many forums! Yet I had no idea there was such a function... I must get old...
Edit: Well, it doesn't work in my case, which is no surprise to me however...

Open Device (TV card) and then ctrl-8 or just "view" -> "capture"
You can choose framerate (wich must be bugged atm), AV codec and container
Really handy :D

I'm glad that i found out that it was the Hauppauge TV-Card Drivers, the new version seems to give the correct framerate :)
