I have used dvd decrypter to open and decrypt a movie into a directory. When i try and burn the files to dvd using dvd shrink or nero recode i cant do it. Some type of wrong format. What other programs can i use to burn the files onto dvd disc and will play on a north american dvd player?

I don't use Recode, but Shrink will do this job nicely as soon as you get the problem sorted. Please post more info. What is your exact procedure/s, and what is the exact error message you're getting?
Make sure you have ripped with Decrypter in either File or ISO mode, after which Shrink should have no problem loading and processing the file.
One thing you could try that would isolate your problem is to mount the newly created .iso file in a virtual drive such as Daemon and preview it in one of your software players. If everything is fine at this point, you can start looking to your burner, or most times, the media you're using. Mounting in Daemon has worked out well for me, the preview keeps me from burning files in which I've done something silly, such as, selecting the director's cut in Re-author mode when I actually wanted the main movie.
If your preview of a mounted .iso file is good, you can take the ripping and processing steps out of your troubleshooting workflow. Makes it easier to track down the problem.
