Hi newbish question.. I am trying to use BeSweet to cut a wave to the nearest millisecond but for some reason it's not working

Here are the logs:

as you can see I wanted it to stop converting at 20821 ms but it went ahead to 20840 ms. Is there anyway I can get it to stop at the time I specificy using BeSweet? If not, are there any programs that can do it?

AFAIK the sample-rate limits the accuracy of cutting (in all programs)
