Does mpeg-2 has system level reference software?

Hi,
I wish my question is suitable here.
I am a freshman to mpeg-2, I want to find some tools which can help me on my devleopment of mpeg-2 system layer.
Does mpeg-2 has system level reference software?

I want that the tools can create PES and mux/demux PS/TS stream, can anyone tell me?
