What can I do? Its a 48 minute movie, it should fit easily on 1 800 mb cd, but the output is about 10 minutes short and no cd2 is ever created.

What can I try?

You are using 1-pass VBR.
In order to get accurate sizing of your video it is imperative to do more than one pass, or alternatively read the sticky on the D2SRoBa plugin. This does some quick "test runs" and sums before encoding the main video to make 1-pass VBR more predictable.

If you are a relative newb to this I would use CCE with multipass VBR for starters,

I got it to spit out 2 CD images, although the 2nd image is only 7 minutes long. Is there any way to force it onto 1 800 min CD, lowering the bitrate or something?

Success. I used D2SRoBa 3.78 and manually selected 1 CD and it worked.
