Will this amount to CBR

Lately I'm mostly using QuEnc 0.61 with DVD2SVCD. If in the bitrate Tab, I set the Max, Min., Min avg., and Max. avg. all to the value of 2520 is this the same as using a constant bitrate of 2520 ? My DVD Player (JVC XV-S502SL) doesn't play some SVCD's sucessfully - just freezes - I'm trying to find smoething that will hopefully work for all DVD conversions to SVCD on this player.

Probably worth trying some different media, that's more likely to be causing freezing type issues rather than VBR or CBR encoding, remember that DVD's are mpeg2 VBR and I reckon your DVD player doesn't have too much trouble with those.

There are some sites around that list different players (http://www.videohelp.com/dvdplayers), their little idiosyncracies and peoples experiences with them.
