Classic Nero 'realloc' and 'compliance' errors

I've encountered Nero errors "DVD-Video files reallocation failed" and
"DVD-Video files compliance test failed" errors on numerous occasions
when trying to burn VIDEO_TS folders from various sources. Usually
I do not have the option of re-ripping or otherwise regenerating from
the source.

I've tried various tips I've found using IfoEdit, but usually the same
error occurs, despite having recreated IFOs.

1: Is there a definitive procedure for using IfoEdit that should cure
this problem?

2: If that fails, is there a way to effectively re-render or reauthor
the DVD? I'm willing to take the time to ramp up on tools if the
effort will pay off. Will any DVD-authoring programs load VOBs
and allow recreation of the other files? (Sometimes a menu is
needed, sometimes not)

Nice! I never thought to check for 0-length files, but sure enough, they
appear in all folders with realloc errors that I've checked so far. I've only
fixed and burned one DVD and haven't played it through all the way yet,
but the menu is intact and I know that at least menu selection plays.

The mystery: I get two separate errors/warnings:

1: [on loading the VIDEO_TS folder]:
Warning: There are different commands in the various PGCs of
the menu LUs of the VTST 1 domain.
This is somewhat unusual and may cause problems with the
'Set Menu Type' and 'Copy LU Commands' utilities.

2: [on confirming fix of zero-length vobs]:
On attempt to delete the empty VOBs:
Error loading NAV pack from Q:\__Q\a.b.misc\Angel S2D1 -
realloc\VTS_01_1.VOB"
at sector 78 (in file):
VOB files is CSS encoded.
Rip the DVD again with DVD Decrypter.

I didn't create the VIDEO_TS, so I don't have the option of running
DVD Decrypter. Are either of those messages indicative of a problem
that may affect the playback/integrity of the burned DVD?

PS: Are the default settings usually the best for correcting 0-len VOBs?
I noticed at least one option that says it takes longer. That's OK if it
means it's more reliable.

Generally, when there are several language units in a menu domain, all LUs are authored the same way: only the video contents differ.
When this warning is shown, PgcEdit has discovered at least one PGC with different commands. For example, VTSM 1, LU 1, PGC 1 may have different commands than VTSM 1, LU 2, PGC 1. This means that if the same DVD is played with a different default menu language selected in the player's preferences, the behaviour of the navigation may be different. It is therefore potentially dangerous to use, for example, the 'Copy LU Commands' function, because you will loose this difference.
Anyway, this has nothing to do with the Nero realloc problem.

Rip the DVD again with DVD Decrypter.This is an important error.
When trying to read the nav pack in sector 78, PgcEdit cannot decrypt it. It may be because the file is still CSS encrypted, or there is a problem in the IFO or in the VOB file. There are pointers in the IFO to each Nav Pack of the VOB. If these pointers are wrong, the sector 78 may not be a Nav Pack, or may also be not present at all. In this case, Nero will complain, and you will probably experience some problems when trying to play the DVD on a standalone. A mock strip may fix this problem.

I suppose you are talking about the settings of the Find BOVs dialog. The value 'Scan 1 VOBU every X VOBUs' is only used to speed up the search for menu buttons in the title domain (BOVs). If you use a high value, PgcEdit may miss some of them. Again, this is not related to the Nero realloc error.
