Menu creation

Can someone recommend a good app (preferably free) that can augment the files outputted by DVDshrink with a user-created menu, ready to be burnt by Nero that will play in a stand-alone player?

The menu creation in Nero Express simply bites... not to mention Nero Express unnecessarily recodes the video : (

Would nero still recode the files if the smart encoding option was on?
